STATED PLAN — PUBLISHED FACTS
Phase 1B — Port St. Lucie to Miami
Miami is the southern anchor of the Phase 1B east-coast corridor; its city centers include Miami-Opa locka and Miami, with network airports FPR, SUA, PBI, FLL, OPF, MIA, TMB.
All three Miami-area network airports — MIA, OPF, TMB — are among the 15 airports FDOT lists with published AAM plans in the Business Plan (Nov 2025).

Published initial routes
FDOT's four published initial routes (MCO–TPA, MCO–TIX, MCO–SunTrax, TPA–SunTrax) are all Central Florida — none serves Miami yet.

Envision 2035/2045 planning horizons
The source repo reads the city's own long-range designations point-level — CDMP Future Land Use (what the plan allows, vs what is built) and the City of Miami Coastal High Hazard Area — and frames resilience exposure at two horizons: 2035 (today's FEMA 100-yr flood + CHHA) and 2045 (that footprint advanced by NOAA intermediate sea-level rise).

MCNP PR-1 — adopted park standard
Park level-of-service measured in acres per 1,000 residents, plus the adopted 10-minute-walk park-access standard (Trust for Public Land / ParkScore method, network-adjusted walkshed).

WHAT THE PUBLISHED PLAN DOESN'T SAY — HONEST GAPS
No published in-service dates: the FDOT phase-deployment map orders the corridors (1A–2D) but publishes no calendar dates, so there is no official timeline to measure against.
No published per-city ridership, vertiport-count, or buildout targets for Miami in either source — ANDI does not invent them.
FDOT's published initial pilot routes are all Central Florida (MCO/TPA/SunTrax) — Miami has corridor and airport designations, but no published initial route.
Housing goal progress (LU-4): target “5% mixed-income stock by 2035” (delivery targets are illustrative plan constants in the source repo (services/civic/housing.py) until SHIP/LIHTC figures are sourced) — housing delivery is not observed by any signal in this repo — the KPI is listed, never scored.
Concurrency risk (CI-1): target “No failing facilities” — the CI-1 concurrency feed is gated in the source repo ('awaiting feed') and is not carried here — no observation to render.
Coastal exposed value (CM-3): target “Cap exposure growth < 1%/yr” — CM-3 exposed-value figures are pending the parcels/SLR/SVI layers in the source repo (held at '—' there) — nothing is observed here either.

Aerial Network — candidates
Where demand signals suggest future AAM candidates beyond FDOT's near-term (Phase 1) network. An ANDI projection — not an FDOT plan.
weights are the model's assumption — adjusting them is the point.
Rank updates as you drag; the shipped ranking uses the ANDI defaults.
Sources: HIFLD, FDOT TDA. ANDI projection.
Score (0–100) — weighted composite of five demand
signals: hospitals, rush-hour congestion, event venues, low-lane roads and bridges.
Weights can be adjusted in the settings.
Corridor status — checked against FDOT's published
phases. Phase 1 (1A–1D) means service is already scheduled; “later” (2A–2D) means
demand now, service planned later.
Congestion — FDOT telemetered sites with a sustained
peak over two hours.
Airspace — FAA UASFM ceilings: published small-UAS
(drone/LAANC) limits, a proxy for contested low-altitude airspace —
not an authorization for (or restriction on) crewed AAM flight. FDOT's own
airspace/landside screening remains a separate, unmodeled axis.

ANNUAL, AT 300 MISSIONS
Ground ambulance and eVTOL are complements, not substitutes — an eVTOL does not put a
stretcher crew at a roadside. This comparison is scoped to inter-facility transfer and
rural time-critical transport, where helicopter EMS is today's alternative. Facts are
labeled with source and vintage; company projections are optimistic by construction and the
skepticism dial exists for that reason. Illustrative and informational only — not operational,

AIRSPACE CHECK — CANDIDATE SITES20
Checking each candidate against the FAA facility-map grid…
FAA UAS Facility Map ceilings are the published maximum altitudes for small-UAS (LAANC)
operations near airports — shown here as a public proxy for how contested low-altitude
airspace is around each candidate. They are not an authorization for (or restriction on)
crewed AAM/eVTOL flight, which will operate under separate FAA rules and corridors.
A candidate outside every facility map simply has no airport-driven UAS ceiling — not
"cleared airspace." Grid + heliports fetched live from FAA AIS layers. Illustrative;
informational only.
What would this sound like from my street?
If one of these candidate sites became an eVTOL facility, here is the honest
projection of what a nearby resident would hear. These aircraft are electric —
no turbine whine, no helicopter blade-slap. The character is a broadband hum,
closer to a large fan than to a helicopter.
Cruise overhead (~500 ft altitude) —
≈45–55 dBAprojection
About as loud as a normal conversation — quieter than a highway at the same distance.
Takeoff / landing hover (100 m from the pad) —
≈60–70 dBAprojection
About as loud as a window AC unit or a dishwasher up close — the loudest moments, concentrated at the facility itself.
Activity concentrates at the facility itself: takeoffs and landings are the
loudest moments, and the sound tapers off quickly with distance. A street a few
blocks from a pad would mostly hear brief hover periods, not continuous noise;
under a cruise corridor the overflight hum sits near everyday background levels.
Hear the character differenceSynthesized illustration of sound CHARACTER — not a recording or measurement.
Projections from manufacturer/FAA published test data — not measurements of any Florida site. No eVTOL facility exists in Florida to
measure — these are ANDI projections from published flight-test acoustics,
presented for context only, and not an FDOT plan or a noise guarantee.

Miami to West Palm: short enough that the pads and dispatch wait eat most of the gain. Included because a planner needs to see where this does NOT help.
On the shorter pairs most of the clock is fixed cost — dispatch wait and two taxi/hover pads — not flying. AAM is a corridor technology; the overhead share is how you tell where it stops helping.
Employer gravity — where the workforce is

HOW TO READ THIS
Gravity score (0–100) — 60%
employment mass (log-scaled: county job counts span ~1.5k to ~1.3M) +
40% five-year growth, clipped at −10%…+30%.
Rank orders the list; the score gaps carry the information.
CAND chips — the nearest Aerial Network demand candidate
(Widget 2) within 30 mi of the county centroid. A green chip
means the workforce signal and the demand signal point at the same place — the
"AV-corridor fit" this widget exists to test.
Data — BLS QCEW annual averages, 2020 vs 2025 (county totals, all ownerships); centroids from the
Census 2025 gazetteer (INTPT). Seed built 2026-07-22, refreshed annually
(QCEW is an annual series — there is no fresher public county payroll census).
Known limits — county grain, not employer sites: public data
gives covered-employment totals and registered addresses, never private site
headcounts. Planned refinements: SEC EDGAR registrant HQ points and Census CBP
ZIP-level establishment concentration.
Growth uses a 2020 base year — the pandemic-shutdown trough — so
hospitality-heavy counties (Orange, Osceola) overstate growth versus a
pre-pandemic baseline.
Confidence: low/med by construction — the widget says so rather than
pretending precision.
Employment mass is a workforce-commute signal, not a ridership forecast: it says where
work trips concentrate and grow, and the CAND chips show where that agrees with the
independent demand scoring. Illustrative; informational only.
Where can we build infrastructure to support AAM?

CHARGER TAXONOMY — WHAT THE CLASSES MEAN
CCS — the aviation standard — industry-endorsed
connector for electric aircraft: GAMA EPIC interoperability publication v1.0
(Aug 2023), signed by 13 AAM companies, harmonized with EUROCAE ED-308.
GAMA EPIC v1.0, 2023
CCS 320 kW class (deployed today) — Beta
Technologies Charge Cube: 320 kW continuous DC, CCS connector, UL-certified
Apr 2024, interoperable across makers (Archer agreement Nov 2023; Vertical
Aerospace adopted Mar 2025); ~47 sites in 22 states.
Beta Technologies / UL, 2024–2025
MCS — Megawatt Charging System — CharIN standard
for larger aircraft: up to 1,250–1,500 V / 3,000 A ≈ 3.75 MW. The upgrade path
beyond CCS at the busiest sites.
CharIN MCS specification
Vertiport power reality — an average vertiport
needs ≥1,000 kW of charging capacity (≈800 homes) and
raises site electrical demand 6–7×. FDOT's Business Plan models 1,223 kW peak for a
2-charger vertiport.
NREL/FAA Vertiport Electrical Infrastructure Study, 2024; FDOT AAM Business Plan, Nov 2025
Ground EV context — Level 2 (~7–19 kW) ·
CCS DC fast (to ~350 kW) · NACS/SAE J3400 (standardized 2023; 250–350 kW today) ·
CHAdeMO (legacy, phasing out). The DC-fast counts per site come from the NREL AFDC
station registry.
SAE / NREL AFDC, seed vintage 2026-06
Ranking: FDOT-plan airports first (the 15 with published AAM plans in the Nov 2025
Business Plan), then proximity to the strongest Widget 2 demand cell within 25 mi plus the
emergency-access score, then the thinnest existing fast-charging — the biggest buildout
gaps rise.
Emergency access: proxy — rescue-and-firefighting proximity scored as
distance to the nearest urban employment core (≥100,000-job
county, BLS QCEW (quarterly employment census) centroids), full credit within 10 mi tapering
to none at 60 mi. No statewide fire/EMS station layer is
vendored, so dense employment cores stand in for where career fire/EMS coverage
concentrates — a planning assumption, not response-time data. Grid feasibility
(substation capacity, feeder headroom) is a real siting axis with no adequate public layer —
it is omitted rather than faked. Illustrative; not a utility plan, an FDOT plan, or
procurement guidance.
Vertiport sites on public land — non-airport candidates
Inside each Widget 2 demand zone: which publicly owned parcels are large enough to host a surface vertiport. Ranked by land against the 2-acre requirement — ownership is a fact beside the rank, never inside it. An ANDI screening of the FDOR roll, not a site selection.

Ranked on FIT, not size. The score weighs
homes within ½ mi 30% · near the zone's demand centre 25% · road access 20% · meets the 2-acre requirement 15% · existing charging nearby (grid proxy) 10%.
It was land area descending, which read as "biggest first" and put the least actionable
parcels on top — the parcels that match the 2-acre requirement were buried under county
facility land. Size is a GATE this list has already cleared, so it is credited to
3.0× the requirement and no further: a 40-acre parcel and a 400-acre
parcel are the same answer to "does it fit".
Homes are residential parcels (DOR 000–009) within ½ mile, counted from this same roll —
a direct count, not a demographic proxy. Road access is distance to the nearest FDOT
interchange. Charging distance stands in for existing electrical service and nothing
more; no public substation-capacity layer exists.
A component that could not be measured is dropped and the remaining weights
renormalize, rather than scoring the parcel zero on a question nobody asked of it —
each row names what was missing.
Owner and use code are carried as facts, not folded into the
rank — treating municipal land as "easier to acquire" than a county's would be a
policy judgement dressed as a measurement, and nothing in the parcel roll supports it.
Zoning, title, easements, utility service and airspace are NOT screened here; a parcel
on this list is a candidate to investigate, not a buildable site.
What "public" excludes here: General-government ownership only. Military, parks/recreation, schools, colleges and hospitals are publicly owned but institution-committed or protected, and are a different acquisition problem than a county or municipal parcel.
Dropped codes — 080 Undefined / reserved (government); 081 Military; 082 Forest, park or recreational; 083 Public county school; 084 College; 085 Hospital.
Those parcels are publicly owned and are not in this list.
DOR_UC is a USE code, not a deed: 086–089 each name a government owner class, which
makes it a strong proxy rather than proof, so every row carries the roll's own
OWN_NAME to be checked against.
Source per zone: every zone is labelled SEED or LIVE.
Live FGIO screening is available but switched off here
(CIVIC_LIVE_PARCELS), so every zone is
served from the reviewed seed.
Parcels within 1.0 mi of a public-use airport reference point are held
out because they are the airport lens's answer — public ownership codes alone cannot tell
a county airfield from a county park.
Flood: parcels whose centroid falls inside a mapped FEMA Special Flood Hazard Area
are held out. Source: FEMA NFHL layer 28 (Flood Hazard Zones), SFHA_TF = 'T'. sfha true = the parcel centroid falls inside a mapped Special Flood Hazard Area. false = checked and outside. null = NOT CHECKED. Centroid test, not a parcel-boundary overlay: a large parcel can straddle the line. Not a substitute for a FIRM reading, and elevation/BFE is not modeled. A parcel whose FEMA lookup
never answered is kept and flagged rather than dropped — unknown flood status is
not flood risk, and it is not dryness either.
Roads and rights-of-way: FDOR code 094 is right-of-way and already sits outside the
086–089 screen, so a parcel the appraiser classified as ROW never enters. What this pass
removes is road land coded as ordinary government property — FDOT holdings arrive as 087
State, county road parcels as 086. The test is SHAPE, not owner: perimeter² ÷ area is
dimensionless, so the Web-Mercator distortion that makes the layer's area field unusable as
acreage cancels out. A square measures 16, a 2-acre carriageway about 105; anything at
+ is held out, or + when the owner is a transport
agency. An owner name never excludes on its own — a DOT maintenance yard is a compact,
paved, plausible site, and losing it to a regex would be the wrong trade.

What is not in the current operating plan — what can we add?
METHODS, SOURCES & KNOWN LIMITS
Regional airports — hospital reach, air vs road
How many hospitals each Aerial Network airport could reach in 15/30/45 minutes by projected eVTOL hop versus the same minutes by road. An ANDI model — not an operating plan.
Reach rings are models: aerial = 160-mph cruise midpoint plus 8 minutes of vertiport pads
(the same on-demand projection the commute mapper uses); drive = a 40-mph blended average with
1.3× road circuity — a proxy, not measured isochrones. The summer band derates aerial reach
−15% for Florida heat (density altitude + battery
thermal management) — a conservative planning assumption, not a manufacturer figure or a
measurement. Clinical context, stated as guidelines
and access facts only: stroke door-to-needle ≤60 min (AHA), STEMI door-to-balloon ≤90 min
(ACC/AHA); 46.7M Americans live >60 min from a Level I/II trauma center (Branas, JAMA 2005).
Evidence that transport mode itself changes survival is mixed — no such claim is made here.
Hospitals fetched live from HIFLD. Illustrative; informational only.
Disaster response
A mission with a season, a geography and a standing state counterpart.
Florida runs a state air operation every hurricane season. It is recurring, forecastable and geographic — the three properties that make a mission programmable in a plan.
State air operations already exist
The Florida Division of Emergency Management hosts an annual Air Ops Fly-in where federal, state and local aviation units rehearse how they will operate when the next major disaster strikes. An AAM layer would attach to a standing structure, not a new one.
An operator is already buying for this mission
UrbanLink Air Mobility announced 40 Orca hybrid-electric eVTOL cargo aircraft — 550 lb payload, 600 mi range — for logistics and disaster relief, with a Puerto Rico relief deployment stated.
The capability gap is landing sites, not aircraft
Response aircraft can work from any flat surface — rooftops, remote outposts, disaster zones — which is precisely where fixed infrastructure has failed. This is the argument for programming pads at shelters, staging areas and county EOCs rather than only at airports.
No Florida AAM disaster deployment has happened. Post-storm flying is constrained by winds, TFRs and crew duty limits that a fair-weather range figure does not capture.
Disaster events by county
Network airport
Loading FEMA declarations…
SINCE 2021—
Loading federally declared disasters…
Federal disaster declarations, not storms. A declaration is an administrative act — a county appears when it was designated for federal assistance, which depends on damage assessments and state requests as well as on what happened. One storm commonly produces two declarations (an emergency and a major disaster); those are grouped into a single event here by incident start date, so a county is not counted twice for one storm. Counties differ in how often they are designated. Read it as where federal response has been repeatedly required, not as a hazard map. Each county is drawn at its centroid — a geometric centre, not a damage location; several Florida county centroids fall in uninhabited wetland.

Attendance and economic impact are organizer, CVB or trade estimates — not audited counts. Event-impact figures are a contested genre and tend to run high. Impact is the event's effect on the region; it is not revenue available to an operator.
